Equity Goals for the Gowanus Rezoning: CHPC presentation

In November 2020, Community Board 6 asked CHPC to give a presentation to board members about the Gowanus rezoning. Gowanus residents, Brooklyn Community Board 6, local elected officials, and the Department of City Planning have been working together to propose land use changes that will facilitate increased affordable housing development and advance community priorities in the neighborhood. The Community Board 6 Land Use Committee invited CHPC to guide a discussion on how the rezoning fits into a broader, citywide context. CHPC presented data and recommendations to ensure that the Gowanus rezoning helps meet citywide housing needs, and advances equity goals including fair housing, school desegregation, justice for NYCHA, and environmental justice.

CHPC Affidavit to Gowanus Rezoning Lawsuit

The Department of City Planning’s land use application to rezone Gowanus was expected to be certified in late January, a step which would have marked the start of ULURP. Prior to certification, however, opponents filed a lawsuit against the City that has since put the process on hold. Claiming that meetings held virtually in light of COVID-19 do not satisfy public engagement requirements under ULURP, plaintiffs seek to delay the ULURP process until it can be carried out in person.

CHPC submitted an affidavit in opposition to the lawsuit and aligned with efforts led by Gowanus Residents, Owners, & Workers (GROW) to ensure that the formal public engagement process can move forward without further delay.
