CHPC convened its 60th Annual Luncheon on April 27, 2022 in celebration of the housing and planning industry’s innovators. In addition to honoring some of New York City’s most dedicated professionals and impactful projects, the more than 1,000 attendees played Lingo Bingo, vied for Hamilton tickets, and nerded out over CHPC’s Housing Innovation Lab. At the end of the program, guests had the opportunity to head home with a selection from CHPC’s book club.

IBO BALTON COMMUNITY PLANNER AWARD

LEILA BOZORG

Deputy Commissioner for Neighborhood Strategies,
NYC Department of Housing Preservation and Development

Leila Bozorg received 2019’s Ibo Balton Community Planner award for her extraordinary stakeholder engagement and coalition building. Leila leads the work of HPD’s Planning, Predevelopment, and Neighborhood Stabilization teams, which work to ensure that HPD investments contribute to broad community objectives and strengthen the social, economic, and physical health of neighborhoods, anchored by affordable housing.

Planning and Development Specialist, Kramer Levin

Marcie Kesner was honored with the Impact for Planning Award for her lifetime of public service at the Board of Estimate, the Office of the Queens Borough President, and in honor of her recent retirement from Kramer Levin. Marci has held a broad range of positions in the public, private, and civic realms.

JOSEPH B. ROSE

President, Rose Urban Strategies

Joseph B. Rose is President of Rose Urban Strategies and a leader in NYC planning, development, and civic affairs and a former Executive Director of Citizens Housing and Planning Council. While in government, Mr. Rose led the tripling of the city’s annual housing construction and helped establish a growth-oriented planning agenda which continues to this day.

Faith Leader and Activist, The 400 Foundation

Reverend Reginald Lee Bachus is Associate Pastor of the landmark Abyssinian Baptist Church in Harlem and a founding member of The 400 Foundation, a faith-based effort to advance economic quality in NYC’s development and construction industry. Rev. Bachus has a diverse background in religious services, community development and organizing, real estate, and law.

Ocean Bay Apartments

Citi Community Capital

Citi Community Capital is honored for their financial commitment to preserving New York City’s public housing. In 2018, Citi provided $213 million in debt financing through NYSHCR to renovate the Ocean Bay Apartment complex. The project was the first conversion of NYCHA housing through HUD’s Section 8 Rental Assistance Demonstration (RAD) program, as well as the largest single-site RAD transaction in the country.
