Mayor DeBlasio’s recently released preliminary budget includes $5.7 million for  a pilot program in East New York to legalize basement apartments. A study released by CHPC in 2017 entitled Hidden Housing: Basement Apartments, found that there are between 10,000 to 38,000 potential apartments citywide. In an interview CHPC’s Executive Director Jessica Katz stated, “It is our hope that this pilot better understands the barriers for homeowners who want to convert their basement into legal apartments. It should focus on simplifying that process for individual homeowners.”
